Recreational marijuana likely could be grown and sold in Muskegon starting in 2020 under a new ordinance being discussed by the city’s elected officials.

But some members of the Muskegon City Commission said Tuesday that they would not support the ordinance because the city and state do not have a plan to clear criminal records for people with prior marijuana convictions.

A divided city commission voted 5-2 on Sept. 24 to approve an ordinance that would let recreational marijuana businesses operate in Muskegon.
