The following updates regarding renewals of medical facility licenses were implemented on April 5 by the Marijuana Regulatory Agency.
- Medical facility license renewal applications can now be submitted and processed entirely on the online portal – Accela Citizen Access (ACA). Medical renewal records are now visible to licensees on the online portal and allow licensees to follow the status of their renewal application. Corrected documents can be uploaded to the renewal record on Accela instead of emailed or mailed.
- The medical facility license renewal webpage has been updated to include information on fees, online renewal application instructions, the renewal checklist, renewal attestations, and instructions for how to proceed when not renewing a license.
- Safety compliance facility (SCF) licensees are no longer required to submit the Safety Compliance Facility Confirmation attestation (Attestation L for medical facilities, Attestation R-E for adult-use establishments). SCF licensees should work directly with an MRA lab specialist to confirm accreditation as required pursuant to R 420.107 of the Administrative Rules. This attestation has been removed for both adult-use establishment and medical facility licensees.
- The tax compliance attestation for medical facility license renewal applications has been renamed due to the removal of the safety compliance confirmation attestation. This attestation was previously named Attestation M and is now Attestation L. No changes beyond the attestation name have been made to the form at this time.
- Medical facility secure transporter license renewal applications now require proof of auto insurance, vehicle registration, and registration as a commercial vehicle. These supporting documents are already required as part of the renewal application for adult-use secure transporter licenses.
- The amendment-related questions have been removed from the medical facility renewal application. Licensees should continue to report to the agency any proposed material changes to the marijuana business before making a material change pursuant to R 420.14 of the Administrative Rules. More information about amendments and reporting can be found on the Amendments page of the MRA website.
- A new email address has been created for medical facility renewal-related matters: MRA-MMFLRenewals@michigan.gov. All adult-use renewal-related matters should continue to be sent to MRA-AdultUseRenewals@michigan.gov.
- Licensees will be sent reminders to renew their license beginning 120 days before the license is due to expire and will be able to start the renewal process 90 days before license expiration. It is recommended to start the renewal process as soon as possible and allow for a minimum of 30 days processing time to avoid the expiration of the license.
- Licensees must pay the required renewal fee upon submission of the renewal application. The licensee will be notified of the renewal fee 90 days before license expiration. Renewal fee payment instructions are sent to the licensee via email upon submission of an online renewal application.
- For licensees who do not intend to renew their license, a Request to Close License form has been added to the website. The form can be found in each program’s Renewals section:
Please note: If a license will not be renewed, all inventory within METRC must be reconciled before a request to close a license can be completed.
Questions regarding the upcoming updates can be sent via email to MRA-MMFLRenewals@michigan.gov.
