The draft of the proposed changes to the marihuana administrative rules is now available for public review. The draft rule language can be found on the administrative rulemaking system (ARS) website.
In addition to the draft rules, the agency has created a guidance document that provides brief descriptions of each rule and the changes that are being made to that rule. The agency has also updated the Summary of Proposed CRA Changes to the Marihuana Rules document that was released in May 2023 by adding rule citations for the proposed changes listed in that document. Together, these documents are intended to provide an overview and assist in the understanding of the draft marihuana rules.
A regulatory impact statement, notice of public hearing, final strike bold rule language, clean final rule language, and report to the legislative Joint Committee on Administrative Rules will also be uploaded to the ARS website as those documents become available.
A public hearing on the draft rules has not yet been scheduled but will take place in early 2025. A follow up email with information about the public comment period and public hearing will be sent when the hearing is scheduled. The CRA’s regularly scheduled quarterly public meeting on December 11th is not the public hearing on the draft rules. Participants are welcome to provide comments on the draft rules, or any other topic, at the December 11th meeting, but those comments will not be part of the official record.
The CRA will be hosting a virtual education session on December 4th to provide an overview of the draft rules. A separate email with more details, including the time and web address of the education session, will be sent later.
