Hemp THC categories are my best reading of conflicting commercial and advocacy sources, not official rulings: states differ by product (delta-8 vs. beverages), enforcement and court cases change often, and 'sold under state hemp rules' usually still means age 21+ and testing. Mexico is shown at the national level because cannabis policy there is federal. Local opt-out figures are approximate and drawn from general knowledge of each program, not a single audited dataset. Most states let cities/towns opt out rather than counties, so a true county-level count requires state licensing-agency data. Law changes often; verify before relying on this.
